Rai is one of the technologically enhanced humans under the control of Shiva Mikaido. He has a robotic right arm and, due to the drug pushed by Garyukai, is much faster and more dangerous than regular drugged civilians. Unlike them, however, Rai is capable of maintaining his reason even when under the influence of the drug. Although he initially betrays Shiva to join Sakaki, Rai is convinced to re-ally himself with him after Shiva explains that Sakaki doesn't know how to obtain the plant necessary in producing the drug.
